So i purchased a tv tuner its the

ya.. ebay its old im a cheap person who doesnt wanna shell out 40 for an experiment.
without going into what im going to try to do with it i need it to work.
I cant find a driver anywere if anyone has one then that would be awesome but thats not what this questions is about
can i run stuff (pci-e cards) without a driver or with a similar driver?
what would i need to go about doing?

Unfortunately, you need a driver for all hardware inside of your computer, and some of it outside. Drivers are what creates an interface between the operating system and the hardware you're using. Without that driver, your computer doesn't know what to do with the PCI Card. Windows has many drivers built into it, so you don't need to load them, but there is still a driver there.
I found a driver, which I've listed as a source, but it's only good for Windows 95 and 98.
