The straps you see people wearing are grounding straps. They are made so that you have a good connection on your wrist that is then attached to the metalic frame of the PC.

This grounding is exaclty the same, in principle, of the grounding in your house. Once you are connected to the PC's metalic frame in a continuous manner it is very unlikely that your body will be able to arc / or spark anything because any chage will have already been sent to the frame.
